Method
1
Combine cocoa, salt, and sugar.

Add water; mix. Heat to boiling point; reduce heat and simmer 5 minutes.

Reconstitute milk; add to cocoa syrup, stirring constantly. Add vanilla (optional); mix until well blended.

Heat to just below boiling. DO NOT BOIL.

Serve hot.
Notes
1 Cocoa may be served with miniature marshmallows.
