Terrorist groups - foreign based:
Islamic State of Iraq and the Levant (ISIL): aim(s): replace the Kuwaiti Government with an Islamic state and implement ISIL's strict interpretation of Sharia area(s) of operation: maintains an operational and recruitment presence, primarily in large cities; a suicide bomber killed 27 Shia Muslim worshippers and injured 227 inside the Iman al-Sadeq Mosque on 25 June 2015 in Kuwait City; the attack remains the most violent to occur in modern Kuwait; operatives continue to smuggle weapons, ammunition, and explosives into Iraq along the Kuwait-Iraq border
